Paris is the most expensive city in France, and housing is most of the difference. The good news for tech workers is that several costs are shared with your employer by law, and rents are capped in the city itself.
This guide uses official and approved sources only: the rent observatory for the Paris area (OLAP), Service-Public, the City of Paris and Île-de-France Mobilités, the regional transport authority. We don’t publish invented “average monthly budgets”. Where no official figure exists, we tell you where to look.
The short answer
- Rent is the big cost. The average unfurnished rent in Paris was €26.3 per m² per month (excluding charges) on 1 January 2025. That is about €1,307 a month for 50 m².
- New leases cost more. Tenants who moved in during 2024 paid an average of €28.3 per m², and €32.3 per m² for a one-room flat.
- Rents are capped in Paris. You can check any rent online.
- Transport: a monthly Navigo pass for all zones costs €90.80 in 2026. Your employer pays at least half.
- Health cover: your employer pays at least half of your company mutuelle.
Rent
What people pay
The Observatoire des Loyers de l’Agglomération Parisienne (OLAP) surveys private unfurnished rentals every year. Its latest report (August 2025) gives these averages on 1 January 2025, excluding charges (OLAP report):

These are averages across all tenants, including people who have lived in the same flat for years. If you are moving now, the “recent tenants” figures are more useful. For people who moved into a Paris flat in 2024, OLAP reports:

In France, a “2-room” flat (2 pièces, often written T2 or F2) means a living room plus one bedroom. Kitchens and bathrooms aren’t counted.
Two caveats. OLAP covers unfurnished rentals only; furnished flats, which many newcomers rent first, are not in these figures. And charges (building costs such as heating or maintenance) come on top.
Living just outside Paris
The inner suburbs averaged about €7 less per m² than Paris in OLAP’s figures. Many towns next to Paris are on metro or RER lines, and the Navigo pass price is the same for all zones. If you work near the edge of Paris, it is worth comparing.
Rent control in Paris
In Paris, the rent of a main residence is capped by a reference rent set for each neighbourhood, type of flat (furnished or not), number of rooms and building age. The base rent can’t be above the increased reference rent (loyer de référence majoré). A landlord can only add a “rent supplement” (complément de loyer) for exceptional features, and the lease and the listing must show these amounts (Service-Public, City of Paris).
- Check a rent before you sign with the official reference rent map.
- Note: Service-Public says Paris rent control currently covers leases signed or renewed up to 24 November 2026. Check Service-Public for any extension before you sign after that date.
Moving-in costs
Budget for these on top of the first month’s rent:
- Deposit: at most 1 month’s rent (excluding charges) for an unfurnished flat, and 2 months for a furnished one (Service-Public).
- Agency fees: in Paris, the tenant’s share is capped at €12.10 per m² for visits, the file and the lease, plus €3.03 per m² for the move-in inspection, for leases signed from 1 January 2026 (Service-Public). For a 40 m² flat that is at most €484 + €121.
- Home insurance: required for tenants (Service-Public). Prices vary by insurer; compare quotes.
- Furniture, if you rent unfurnished.
A bail mobilité (a furnished lease of 1 to 10 months for people in certain situations, such as a work transfer) has no deposit at all (Service-Public).
Transport
Paris is served by metro, RER, train, bus and tram lines, all covered by one pass.

Your employer pays at least 50% of a public transport or bike-share subscription for your commute. The refund appears on your payslip and is not taxed. Single tickets are not covered (Service-Public). So a monthly Navigo pass costs you at most €45.40 after the refund.
Health costs
- State health insurance covers part of your medical costs once you are registered. Declare a regular GP (médecin traitant); if you see a doctor you haven’t declared, you are reimbursed less (Service-Public).
- Company top-up cover (mutuelle): private employers must offer it and pay at least 50% of the premium (Service-Public). Your share comes off your payslip. Ask whether a partner or children can join the plan, and at what cost.
Food, bills and everything else
There is no official, up-to-date Paris budget for groceries, energy, phone and eating out that we can cite, so we don’t give numbers here. A few practical notes instead:
- Energy costs depend a lot on the building. Ask the landlord or agency for the flat’s energy rating (DPE) and whether heating is included in the charges.
- Meal vouchers (titres-restaurant) are offered by some employers and lower your lunch costs. Check your offer.
- Keep a simple spreadsheet for your first two months. It will tell you more than any national average.
How to read a salary offer against these costs
